Dave Jones from EEVBLOG did a blog on the LM3914 and he went into great detail about programming the chip to work in his parameters.

I wired up 3 zener diodes & 3 LEDs in this circuit:

I had to put the resistor on the red to dim it some. This worked ok, not perfect, but ok. I ran it from 3v to 4.5 volts & had no problems. I popped a red LED when I ran it up to a little over 6v. I had this hooked to a source that produces enough current to vape from. It's a PC power supply that I converted. I made one of the outs adjustable(about 2.9V~11.5V) using an LM317T. I used LEDs that I got 100 for $2, so there's nothing special about them.

I haven't tried this yet with an atty in the circuit, I.ll give it a shot the next chance I get.
