You did right by cutting it in 1/2 since 12 is 1/2 of 24. So you got 1/2 the nic as a result. However, to keep the same pg/vg ratio you had before, your zero-nic cut solution should be the same pg/vg ratio as the juice you're cutting.

So make up some 25/75 PG/VG zero-nic juice to cut with. Or compute the needed amounts by volume. Since you're cutting it in 1/2 by nic level you'd need an equal volume of cut solution to source solution.

The flavor will be cut in 1/2 too...unless you get the same pg/vg ratio, same flavor juice in zero-nic as a cut solution.

You've gotten some answers, but I'm going to throw some more info your way for consideration....

1. Your end goal is to cut 24 mg to 12 mg. Short and simple answer is to add 5mL of "something" zero nic (flavoring, more PG and/or VG)
2. Do you want to maintain the 25PG/75VG ratio? (I'll do some math below)
3. If you're "less concerned" with PG/VG ratio, you'll need some plain PG and/or VG in addition to flavor concentrates (which are often PG-based) to "top-off" after you mix a flavor.

Figure you're probably going to add somewhere between 5-20% flavoring (depending on what you're mixing), which in a 10mL bottle is anywhere from 0.5mL-2.0mL of mostly PG. On the low-end of flavoring, you'll need about 4.5mL of unflavored "something" (PG/VG - NO nic) and 5mL of your 24mg nic solution. To maintain the 25P/75V ratio with 5% PG flavoring, you're looking at 0.75mL plain PG and 3.75mL plain VG.

For 20% flavoring, you won't be able to maintain the 25P/75V ratio. Math just won't work.

Also OP, if you're just cutting with only VG like you said, you'll need to add a small amount of water to thin the VG or it will thicken the juice and the result won't wick the same. Just a few drops per 10 ml. Doesn't have to be distilled, just drinkable, but distilled is the usual recommendation.

IDK for sure, I just know what I add to my mix.

Basically, PG is thinner than VG. So you're using 25% PG in the original mix. BUT...25% water might be a little high. ;) (it's way high IMO) A few drops goes a long way in thinning VG. So try a few drops. You can add more, but can't take it out. You'll also find that:
1) You want to shake it real well and let it steep a bit to blend the original juice, the water, and the VG.
2) The water may help smooth it a bit and keep it from getting too hot. But too much is "steamy" and you don't want that either.

I just started DIY e liquid over the last two weeks. There are some great calculators that can be found throughout this site, as well as plenty of recipe sites that have calculators that help tremendously. I started out trying to make 6mg juice, but I've since stepped down to 3mg instead as I've found it easier to measure out the smaller amount while still allowing a little wiggle room for adding a little too much nic. My first few batches, I added a little too much nic and it was not a good experience.

Oh, and in regards to mixing and testing, best way I've found so far is to make 5ml batches, no nic. Put the bottles in a cup of really hot water (close to boiling) for a few minutes and it thins everything out. There shouldn't be any separation of pg/vg visible at that point, shake it for as long as you can, then pop the top off and let it come to room temp. Drip, taste, dump and repeat till you get what you want. At 20% flavor you won't use more than 1ml of flavor at a time and it's quick and easy to keep repeating this process.
