Typically, it blinks when the battery cut-off is reached and the battery needs to be recharged. There is also a short-circuit protection in the event an atomizer you are using has a short. I've never had that problem, so I'm not sure what the battery would do, but I would guess that if your battery is charged, then you have a short in your atomizer and need to change the coil.
