If it's a CE4 there are only 3 O Rings:
small drip tip O ring
small O Ring at base of head (wick+ coil)- unless broken cannot be removed unless head is removed.
large O Ring at base of clear tank where metal band is- very rare that it's comes off and ends up outside clearo cuz it's quite large.
It looks like they may have accidentally placed an extra O Ring on the drip Tip.
If it's not leaking and it's working properly, there's no need to replace it. Just keep the spare O-ring in case the other one breaks or gets lost.
And whats the best tank I could buy for the ce4 thats not over $25?

It looks like it should seat in the top threads of the tank. I would just but the drip tip back on, take a vape, see if it leaks. I no leaky and good vape, save o-ring for spare parts, if leaky, try putting it on and check again. Have you done any disassemble besides taking the drip tip off?
If you like the CE4 then you could buy the CE5- same clearo but can be taken apart and be cleaned and heads replaced. Realize it's a top coil. I used the CE4+5 and moved on to the Vision Mini Vivi Nova which is also a top coil= warmer vape. Bottom coil gives a cooler vape.
I'm just going to get a new tank, because I just got the Ce4.

I just bought the Kanger Protank 2 because I can tell my clearomizer is broken because its burning a LOT of e-liquid very fast

Protank or davide glassomizer. Just picked up 2 for around $10 a pop. Plus they are infinitely reusable, and you can use any juice without risk of cracking your tank. LOOOOOVE them. And I have experimented with near everything under the sun. Ce2, ce4,rba,etc.... the ease of use and simplicity can't be beat.

PT 2 is a good starters tank, you'll like it, just let a new coil head soak for 15 minutes before the first vape an you'll have no tribble at all.
Had to laugh at your comment though, my first thought was, geez, my Russian rba must be broke cause I going through the e-juice like crazy. The better the atomizer, the better the vape, the higher the consumption. Usually. lol
PT's can be used for a long time as said above, Used mine for almost a month before it became not used. once I started using a Kayfun style rba, the pt just collects dust.
