Most, if not all, drill bits will have problems going thru an existing hole. Drills are made to cut with the point or the chisel edge of the flutes. The outside edges will easily dull if the workpiece is not held firmly in a vise, or something like it, and the feed is not controlled. This is especially true when cutting SS grades like 304... they trend to work-harden if you cannot maintain a constant feed rate. most vaping equipment is made from 303, 304 or 316 stainless steel. A hand-held drill is not the tool to use! Maybe try a Dremel tool with a small bit and carefully work the hole bigger? A reamer would be the cutting tool of choice, but not readily available to most people.

Yes, small scissors or even a knife is well capable of expanding a hole in a SS cap, just stick in the tip and go in circles. I did that with my rsst, took me like 5 minutes.

It took me all of a half a second to drill out my rsst cap, that's why I was confused as to why it wasn't working, it's just some real thick steel. But, the work was worth it, two Nano dragon coils and some organic cotton, and now I'm in creamsicle heaven :)

I use cheap jewelers/needle files, from Harbor Freight or where ever like these (not diamond files)- http://www.harborfreight.com/12-piece-needle-file-set-468.html
It only takes a few minutes and there are no parts that can fly at a high velocity if you don't have a bench vise, drill press set up. I got the biggest bruise one time, thinking I could hold onto something while I drilled it. Not pretty. lol
