Most all of the tank systems I have used will be hitting well -- let's say the vivi nova for instance -- and when I see them getting low, I refill them. But then I can't get a hit. I usually have to set the PV down and wait half an hour before trying again. Why would this happen when the wick was already saturated and producing vapor just before I refilled it? Some sort of suction-type thing going on? Is there any way to prevent this? Have you experienced it? It seems like it's been happening as long as I've been vaping. I always dread refilling my tanks because of this.

Thanks for any info.

Your tank creates a vacuum so it can take a while for air to equalize so liquid can flow. Try holding the tank in a position that clears the wick of juice to allow air in. Taking a few quick hits without powering the unit can help and I've heard that blowing gently in to the mouth piece can force air through.
