I've reached my 5 post newbie limit. can someone please explain why I still can't post on forums besides this one?

It takes an hour for the server to reset. You should be able to post in most of the other forums then.
I've read that a select few forums require 20 posts.

I've reached my 5 post newbie limit. can someone please explain why I still can't post on forums besides this one?
It is controlled by a cron job. I have no idea how often a cron job runs out here but it updates things like that.
