I am going to place an order at TastyVapor for two nic levels(same flavor). First one is 48mg. What other nic level do I need to buy in order to cut the 48mg down to 24?

buy the doubler same flavour 1oz dou 0 nic to 1 oz 48 mix 24mg.If you do 2 parts doubler to 1 part 48mg you will get 16mg.

Yes, TV calls them doublers. You can get a 2 oz or 4 oz 0 nic bottle, about 60 and 120 mls respectively. Read their FAQ page - there's a mixing table. The 4 oz is the cheapest if you like their juice, enough to mix with multiple bottles of nic juice.
At TV, yes. You can buy any flavor in higher nic, about $16 for 1 0z, 30 ml, and a 2 oz or 4 oz "doubler" at 1/2 the price of nic juice and mix them up. It comes close to 15 cents per ml at those quantities, good deal. I have 2 4oz doublers in my frig that I cut with other juice.
Edit: those 0 nic are fully flavored. I even cut with non TV juice.
