In regards to the LR attys, they are certainly not meant for the 3.7 volt standard batteries, however they are also not for 3.1 volt standard batts. LR attys are meant for high amperage or high drain batteries that run on mods (usually 3.7-4.2volt) to feel like a high voltage device. If you use them on standard batteries they'll die much faster than they should.
Pulling out the batting of a cartomizer doesn't make an atomizer... the components in each and design are a bit different. Think of an atomizer as a two piece system where the batting and juice are in the removable mouthpiece and the coil and wicking mechanism are in the atomizer, where a caromizer has the batting and juice surrounding the coil in one, larger, piece.
