How does my pcc work

got my shorty mini pcc today from you guys thanks but no directions
the pcc it self is charging I see the light

so question is when the battery is charging the light on the charger blinks? is this correct?
or does that mean its charged?
also I noticed when I put the battery on the charge the LEDs light up for a moment

also my battery the led only lights on one side
is the battery defective?
