How is nicotine measured?

I was wondering, when i buy a jar of liquid they are normally labeled with the nicotine content in the form of a number. My question is, is this a nicotine level based on a number or based on milligrams? And how is the nicotine measured?; Per entire jar? Or is there a particular amount of liquid in which nicotine is measured? Help regarding to this question is appreciated.

It's commonly measured as mg/ml (milligrams per milliliter) or occasionally as a percentage - 2.4% works out to 24 mg/ml.

As mentioned, it is mg per ml. So, if you are using something like a sub-ohm rda, you are going to be taking in a lot more ml (and a lot more nicotine) than someone using something like a mini protank. People with more powerful setups usually prefer liquids with a much lower mg/ml nicotine level.

Yes, it's a concentration, similar to seeing a price per unit. Except here, it's the amount of nicotine per unit volume (one milliliter).
