The consensus is 18 for a brand new empty refillable. But check out this video how to fill. This is the easiest cleanest fastest way that pretty soon will be in the instruction manuals. Just go to youtube and search 'A Great Way To Fill Cartomizers' by Doctor Vapor. Sorry it wouldnt let me post it
ooops I wasnt seeing clearly and I thought you were talking about cartomizers for some reason. My bad.
One cartridge should hold 15-20 drops, and last about a half hour or so depending on how much you vape, until you'll have to top off with 5 drops or so. If you're talking about the atomizer, 3 drops will do it nicely when dry, and 6-9 hits until you need to add another 3.
Same here, I just now pulled out the filling, dropped 3 in the bottom, then put the filling back in, then put about 8 or 9 dont remember on the top.

It really depends on the liquid you are using, and if it is a new/used cartridge. You should elongate a paperclip and put it down the side of the filler and cart to make an airhole and then drop by drop as it soaks in get somewhere between 9-13 drops in. Drops are different from different bottles. A 3ml bottle drop is completely different from a 5/10/30 ml bottle. Get the airhole thing going and move the filler around as you fill.
I'm glad I saw this. I've been getting 5-6 drops and then it pools. In addition to that I have been dropping 3 on the atomizer and then vaping away. I get 3 or 4 good strong throat-hit drags then it mellows from there and I'm refilling again. I'll try the paper clip thing. I thought for sure a loaded cartridge should be lasting longer than it has been.

If you are gonna drip then you really should remove the filler (poly) from the cart. Just a better taste and draw. You will drip 3 drips onto the mesh and then put the empty cart on and puff away for about 6-12,(depending on the liquid) puffs. As for the atty, do not over do it with juice and don't let it get dry. If you take it slow and pay attention you will know where the atty is in its wetness. Is that a word? LOL. It is practice but, it is good when you get it right.

This is absolutely the correct answer.
You can also use a toothpick if you don't have a paperclip handy.
And you might want to look into the straw mod or different filler material down the road.
The whole key is making sure there is a way for air trapped under the juice to get out.
If the air can't get out then the juice can't get in.
