Picked up a 1/4" Saddle Valve and am going to start punching some Boge 3.0 XL SR cartos.

I guess it depends on what kind of juice you use that determines how many punches or slots you need. I use mainly ProThol and Volcano Menthol Blast.

Anyone got any suggestions on how many punches I should use?

Right now I use the Volcano 3.0 Single Coil carto that my Volcano Tube tank came with and it has 1 small hole in it. After maybe 3-4 hits, my throat seems to get a little dry. Then I let it sit for a few minutes and it's back to normal. Is that because the carto is not getting enough juice?

As the above all stated, it all depends on many factors. For me I had another factor. I have a Phiniac tank, wonderful tank. I believe since they are so tight and have such a vacuum seal, that a third hole closer to tip was necessary. I used 2 holes only and was getting inconsistent vaping. When my juice got low, I pulled the carto off and slipped in the 3 hole one and what a difference. I use a 50/50 and 40/60 juice mix, a bit thicker. Im very happy now, took me a week to get it right, but after the hours and hours of smooth relaxing, worry free vaping it was all the more rewarding. I hope you will get it right, If I could do it anyone could. Patience and stubbornness paid off.

Try using a dremmel and putting 2 big cuts on your Boge Carto, I dont use Carto's to often but when I do I use the dremmel and really slice my cartos good, I make a 3/16 wide by 3/8" slice x 2 of these for my VG Juices and my cartos always stay nice and wet and vape very well, if your running them to dry they get burnt up and will not taste good and effect the throat.
