1) i fixed my leaking issue on my smok t-priv with a baby beast tank by closing the air holes while im filling up the tank but how much time should i give my vape after filling up the tank with the airholes closed before i open the airholes and take a hit?

2) how much time should i give my vape after putting in a new coil and filling it up with e-liquid with the air holes closed before i open the air holes and take a hit?

In my opinion, every top fill I ever had was a little different in the process. On my ErlK, the only top fill I have ever mastered in filling, and the only top fill I use now, my process is this:
Close the air holes, open the fill hole, fill to about 90% full
When full, leave open for about 10 sec. to allow the pressure to equalize
Close the fill hole, and turn upside down for about 10 sec.
Just crack open the air hole, wait about 10 sec.
Fully open air hole, wait 10 sec., then turn right side up, and watch for leaks.
This process works for me on this tank,YMMV.

I never close the air holes when filling. If you have the coil head threaded correctly and tight enough, top threads and bottom, it cant leak. Always check the gasket rings when you put the glass on too, to make sure you have a good seal. Only the rba head for the tfv8 leaks if you dont have enough wick.

Also, i prime the wick holes and tops of the coils before i put it all together. Then i fill it, take several priming puffs without firing it before i finally do fire it. Works just fine that way for me. But everyone has their own way. It will take a tankful or two to get rid of the new cotton taste though, no matter how long you let it sit.
