how often do you change the battery wrapper?

I'm not sure how you would go about replacing a battery wrapper. Although you could probably manage to do something, I wouldn't want to mess with it - it's not worth the danger IMO. I would properly dispose of your current battery (Home Depot has a bin at the entrance for battery recycling) and buy some new ones.
 
To keep batteries fresher longer, I always use

I've got over 300 charge cycles on Efest IMRs with no damage to any of the wrappers. Something is wrong here. Either the wrapper (shrink tubing) on the battery is super cheap and thin or something is wearing on the battery. You may be able to find shrink tubing at Radio Shack or a hardware store that will fit 18xxx batteries. A heat gun is ideal for shrinking but a blow dryer may work in a pinch. A careful wrap with electrical tape could work, too.

I remember seeing some pictures on Facebook that someone had posted a couple months ago, where the batteries were badly scratched up, due to some burrs on the inside of the vent holes. The wrappers were scratched down to bare metal. I don't even recall what kind of tube mod it was. But it seems to me, if I had a mod that was doing that, I'd be inside the tube with a Dremmel tool, or something, fixing the problem; instead of just re-wrapping the batteries.
If your mod is wearing the battery wraps thin, I'd be investigating why.

Its not necessarily cheap or bad mods. I have a hexohm that the negative contacts in the battery sled would grab the wrapper. Its since been modified but it did tear a few wrappers. Any exposed metal that's not supposed to be exposed is a bad deal. Changing the wrapper is safe and easy. Not to mention cheap. All you need is a hair dryer.

I agree with Asbestos no danger in rewraping a battery just buy the wraps ,peal off the old one put the new one on and shrink with hair dryer nothing more to it
Lots of ways to get a ding in the original wrapper
