how often do you change the battery wrapper?

Its not necessarily cheap or bad mods. I have a hexohm that the negative contacts in the battery sled would grab the wrapper. Its since been modified but it did tear a few wrappers. Any exposed metal that's not supposed to be exposed is a bad deal. Changing the wrapper is safe and easy. Not to mention cheap. All you need is a hair dryer.

If you can work a blow dryer, you can wrap an 18650 cell. Would be wasteful and costly to toss good batteries because of bad wraps.
