I'm new to manual mods, so...

1. How often do I need to build a new coil for my atty?
When they start to appear mostly black after a dry burn and brushing or rinse off... it's an indication that the wire metallurgy has degraded to a point where it should be replaced. At this point, you may even see a small increase in resistance.

2. Do I need to change wicks every time I change flavors, or can I just drip on top of current juice when it's close to gone, and just wait for it to become the main flavor? I switch flavors a lot, so this issue is a big one for me.
Depends on the juice. Some can contaminate wick and coil sufficient to where the previous flavor may take quite awhile to completely go away.

The more experience you have, the less you'll find changing wick and wire to be an "issue". You don't even think much about it, because the quality of vape is more important than the few minutes spent swapping out wick and/or wire.

I and most people only change coils when they want to play around and build a new one or it pops, I've had the same coils in attys getting heavy sub ohm use for over 3 months.
As far s wicks go, cotton is my favorite I change prolly every 10ml of juice I run thru, sometimes less, gunky juice sometimes more with cleaner juices. Silica /ecowool you dry burn then good to go but will eventually need changing but I don't use it so I dunno, lot longer than cotton.
