A. It should not. Unregulated e-cigs are still vastly safer than the alternative, so let them thrive!
B. Minimal regulations only. Establish manufacturing and labeling standards for e-liquids (such as clean facilities, a minimum purity level, accurate labeling and full ingredient disclosure), but no restrictions on advertising, flavors or nicotine.
C. Very little regulation. Establish manufacturing standards, with some rules on advertising (to prevent marketing to non-smokers or children), flavors (if specific components are shown to be a concern) and nicotine (sufficiently high for mixers, around 75 mg/ml).
D. tobacco-like regulation. Advertisements for e-cigarettes should be heavily restricted, flavors limited to menthol and tobacco (or options available through NRT) and a lower nicotine limit (around 30 mg/ml).
Medicines regulation. Stringent manufacturing and safety guidelines, restrictions on selling locations, strict limitations on flavors and proof of efficacy. Effectively turning e-cigs into a new form of NRT in the eyes of the government.
E. Ban them. They threaten to re-normalize smoking, may serve as a gateway to tobacco use for children, most contain nicotine a poison and carcinogens have been detected. People shouldnt be allowed to reduce the risks of nicotine consumption.
