Well, since no time limit has been specified, I am going to suggest we leave it open until there are at least 4 entries for our Blind Blooger to choose her three winners from. But it's up to Red.
as long as there are 3 different ways of filling. But Yes I agree with Leaford. We should wait a bit longer before we close this I would like to see a few more entries or ways to fill the carts. If nothing is added by 6-21(My B-day) then I will close the contest and the entries will be decided upon.
Ok I thought about this for so long and everything I came up with was either way to complicated or included electronically measurement units that cost a bunch of cash. Now on the weekend I was at the pool and jumped in the water with my bloog which of course ended up in my battery being broke and the cartomizer swimming on the surface.
IMO the easiest way for a blind person to fill a carto even though it's kinda messy and you may end up wasting some juice but as long as it's easy and it works thats all that matters.

This is a very interesting (and useful) challenge. Did some brainstorming last night and came with something interesting that I think will work. Unfortunately my first take at a video was over 15 minutes as it's been 16 years since I did any speaking/teaching, I was trying to explain all the reasons and details behind each and every step, and... Well, I'm not exactly known for brevity. 
But I'm convinced it can be accurately described and demonstrated in a just a few minutes. With any luck will have a video up in the next day or two.

OK, below is a link to the video just for folks reading this thread. Whole thing is an attempt to compromise between easy and clean. Still consider it the rough version but if response is good I'll actually script it and do a smoother take later. Actual procedure takes much less time than video length implies. My outtakes reel is probably longer than this. Here goes:

.... and after watching this for about the dozenth time, it just gave me an idea for a different method that should be just as clean if not cleaner, much easier and much faster to describe. Hating that I won't be able to test it until after work! If that pans out expect another video late tonight or tomorrow. ...

Very informative and innovative.
OK, here's a second method that I think is even easier, faster and cleaner. It does require one bit of help from sighted person to do some cutting and maybe some gluing, but after that day-to-day fills should require no assistance.
