I just cram some paper towel into the port and twist. I usually don't bother over a little bit of juice down deep between the socket wall and the center post. I have a routine of checking every now and then for leaks. Haven't had one bad enough that some paper towel or kleenex couldn't get out.
I had a stubborn one once that I needed to use a toothpick to carefully scrape hidden gunk out. Or it could simply be that particular charger and the battery you are trying to charge. Try another charger and you may be in business.
As I clean an atomizer inside with a few drops of PG I use the flooded PG to clean the atty and battery connectors with a paper towel. For now, they are very shinny so I do not clean them in depth.
