Just got a penelope and.. set it up fine.. except that the person who was using it before left the setup inside for me so i can see how it was done.. unfortunately, whatever he was vaping has this disgusting smell that I personally cannot tolerate. I cleaned it out before I set it up, took it apart, cleaned it again with soap. its a little better but it's still definitely there.. any recommendations on how to get rid of it and how to clean it?

If you don't want to buy alcohol, denture cleaning tablets work great--just make sure you get the unflavored kind! The flavored tablets will make your Penelope smell minty.

Dissolve the tablets is water (I use distilled water, but it's probably overkill) and soak your atty for a few hours. Just rinse well afterwards.

91% Isopropyl alcohol is great too!

The problem with vinegar is that it stinks, too. :D Besides, strong acid may harm some of the components of your atomizer.

That is what I do with my Ody parts, make sure you dont use vinegar with the ceramic in it. Vinegar will eventually dissolve the ceramic, at least I was told by a GG pro.
