Sum them up... 10 + 4 + 3 + 3 + 2 = 22
Divide each by the sum... 10/22, 4/22, ...
So now the sum of those is 1.
Then either
.. for percent, multiply each by 100... 1000/22, 400/22, ...
or
.. for ml, multiply each by number of mls of flavour concentrate you want to make.

Or be lazy, and make the mls of concentrate some easy ratio of the original sum of percentages.
For your example, 11 is 1/2 of 22, so make 11ml using 5ml, 2ml, 1.5ml, 1.5ml and 1ml :)

How would I go about making a flavor concentrate from one of my dailys.
So let's say the blend calls for
10% 4% 3% 3% 2%
How do I make it where I can just make it all one blend and just go get 15 to 20% of it to make my juice.

I think of it as ratios. 10:4:3:3:2
You can make a bottle using drops, or ml, or tenth-of-mls - any measure you want. Just put in 10 (whatevermeasures) of the first one, 4 of the second, and so on.

I do this all the time with my favorites, makes it easy.

Give it a name and label the bottle, "my excellent recipe, concentrated flavoring".
