I bought Panasonic CGR18650CH & Xtar WP2, How long does it take to charge this?

I just bought this yesterday, I don't have power indicator so I don't know how long should I charge this. And should i only charge it when there's no more battery or can i charge it anytime?

It does show light indicators so if they are not working I would contact the vendor. I don't understand the 2nd question.

I have the same setup. It takes the batts about 2.5 hrs to charge.
