OK, no secret that to fire an atty/carto/clearo, you push the button. No button push, no electricity flow.

OK, no secret that to charge the battery, you just screw it in. Button pushing is not in the equation.

Why does electricity flow out only with a button push to complete the circuit, but flows in without pushing the button to complete circuit? Is it voodoo?

Probably a simple diode in the charger circuit. It will allow electricity to only flow one way through a wire. So you have two positve connections an one negative. One positive wire is controlled by the switch the other with a reverse facing diode no switch. That would allow you to only fire the atty when the button is pushed, but allow the positive connection while charging.
