I had the same problem with the original phoenix, I replaced it with an A7 and I haven't looked back. How the a7 compares to your points :

1. Under 20 Forsure
2. It holds quite a bit more juice than the v1 phoenix I wouldin't say exactly double but you'll feel the difference
3. I can't answer for sub ohm performance, but it is a really solid atomizer

other:
+You won't have to do wicking kama sutra with it.
+Center airhole, so you won't have to worry about juice leaking off the side and what not, but you just gotta keep your 510 connectors clean cause juice WILL get in there some times.

Juice well - 10 drop minimum to hold juice but don't want to rely on wicking to hold all the juice.

Sub ohm/Build Quality - I want it to be able to take a beating.

I have been told the IGO-L is the perfect replacement? Yes?

may be interested eBaron Dripper or Killer 705 from Houseofmods?

I think that's out of the 20-50 price range.

I prefer my IGO-L to my A7 because it's less leaky -- the post on the IGO-L is sealed, not so on the A7. It also holds a little more liquid. I prefer the shorter stature and thicker shape (the A7 is very skinny and tall).

But both are great, cheap dripping RBAs. If you shop around, you could probably get both for about $30. Definitely less than $50.

Tell ya what though, the Dripper and the Killer 705, wow is all I can say. Just WOW. Something tells me I might have to stop driving for a week to compensate on the $35 price. I really really like the idea of the Killer 705 but damn, $85 and then the price of a tank that is suited for it, that's over $100 easy and then i'm wondering if I shoulda saved for a cobra, Fogatti, etc... However being a RTA that won't leak on the go, oh man....

I've had the Phoenix. I upgraded to the A7. I will be getting a Killer soon. The Killer is basically the same design as a homemade CE2 RCA jack RBA that I built last year, except it's all SS. My homemade one has chromed brass and that's no good in contact with my juice, mkay.

I really think the A7 is top-notch. My only problem with it is that it could definitely spare some of the height. Its plus-side is that it is easy to disassemble for cleaning. I use it with a homemade bottomfed VW boxmod.

Yeah, i'm getting an IGO-L with a AGR Tank for the hell of it from the Co-Op and then getting a Killer 705 eventually love the fact that you can use the K-705 for both dripping and tank status. Wish I could afford both a eBaron Dripper Spiral and the K-705, but damn, would be nice to have the K-705 at least.

I have a Phoenix V3 RBA and think it is just fine. It is easy to rebuild and the configuration is simple and can be long or short wicked.

I currently have it short wicked with 4mm of 400 SS mesh and like to use it for trying new flavors. Test taste, rinse, dry burn, repeat.

I previously had it long wick with enough tail on the wick in the well to take 1 ml of juice. So long as you keep the juice below the vent on the side you are good.

I don't quite understand the desire to have juice capacity more than 3-6 drags on a drip mod, that's why I used the shorty wick on the rebuild.

I find it to be an overall great value RBA dripper.
