Re-read the very 1st post.

Normal quality Li-Ions don't wear out, but our cheapo ones with cheapo microprocessors do is my theory = QED :)

I think they get the 300 charges by figuring out how long the battery lasts in mah before it degrades then seeing how many full charges it will take.
If a battery life time is 30000mAh and is rated at 300mAh then it will take 100 full charges before it dies.
If you always charge it at 50% then the number of charges will be different but the life time of the battery will be the same.

NiCad batteries have a Memory effect. If the battery lasts for 5 hours but it is charged every hour then it will start lasting for only an hour. It kind of "remembers" its charging cycle.
