There are sometimes draw issues with the Protank when used on a ProVari.

nope still no draw, sigh, its too bad they would sell tanks that don't work with their product.
Protanks can be finicky, I started out with them on my Provariis. The suggestion to loosen it a bit was a good one, you may need to loosen it more than you did. If the Protank is screwed tight to the Provari it cuts off the air flow. That's the only real issue with the Protank and Provari.
If you have juice in the mouthpiece, the Protank may be flooded too. There are lots of threads about issues with Protanks and how to deal with them. I'll do a search and see if I can find some help for you. Hang in there! It will work and you will be a happy vaper.

"it does make a bubbling sound and e-liquid shoots out the mouth piece" You have gotten liquid in the air tube. Make sure you get no liquid in the middle hole when you fill it. Try to clean it out. When I got my protank mini, I couldn't get it to vape at first, then I realized I hadn't screwed the coil head to the ring that screws on to the battery, and then it worked.
Okay after loosening vapor is coming out of the vents in the bottom when I blow on it but not out of the mouthpiece when i draw, thanks for the help guys.
I often read about this same issue. Some people say they've never had a problem with their Protank on their Provari and some say they do. An educated guess tells me you need one of these,OCD Washer.
I'd recommend at the very least running a Q-tip down the centre post (remove the bottom cap and your drip-tip) to clear up any liquid that may be in there.
Ideally you should disassemble it and give it a good clean, then start from scratch, making sure to avoid getting any liquid in the centre tube.

Cleaned, taken apart, dried, carefully refilled, still the same problem, no draw but a forceful blow through the mouthpiece will send vapor from the vents.
When you blow into it you're pressurizing the tank which causes liquid to be forced through the head filling the air tube with liquid which has no place to go but down into the 510 connection or up into your mouth.
Essentially when you blow through it you have flooded it to a point it can't work until you re dry / clear the air tube.

Okay I'll clean it out and try again, but it wasn't working before I blew into it i tried blowing into it just to see what would happen.
Sounds like you might be tightening the prostank too much on the provari blocking the air flow.

So your able to pull liquid through the wick holes and into your mouth, and your able to push vapor out of the vent holes at the bottom of the tank, but you are UNABLE to get vapor from the wicks to your mouth. Sounds like you got yourself a blockage. There is an air blockage somewhere. Does your tank fill up with vapor at all? If it does, then the connection from the head/coils to the mouth piece is broken. If that connection isn't broken then it most likely is a blockage of air somewhere. It can either be at the wicks or at the 510 male venting holes in the portion that screws into the female 510 connection. You may want to give pulling your protank's post a try. Use a flathead and pull the post in the center of the male 510 connection down a bit until it is flush with the bottom of the 510 connection cylinder. Once you do that, you should be able to screw the protank in enough and back it off enough so that the air holes are indeed exposed to enough air to allow for a draw.
If pulling your protank's post does not work OR if you don't even want to try pulling it, you want to be looking at the wicks & the PG to VG ratio of your juice. Since your getting juice into your mouth, your wicking doesn't sound like its bad. But, you may have wicked so much that now its creating a vacuum effect every time you take a draw. If your using a high VG juice and your wicks are extra thick for some reason, (mistake at the factory) then you'll need to thin out the wicks and/or add some PG or distilled water to your juice. I don't THINK this is your problem, but it may be. I'd take a look at the wicks, see if you can see bubbles coming out of the wick holes when your take a draw. If theres no bubbles, or its very hard to produce a single bubble, your wick might be stuffed into the wick holes too tightly.

Once you've reassembled the Protank, after cleaning & drying out the air tube & drip tip, and loaded up some juice, take a soft draw with no power. This is to prime the wicks and check the airflow. Once you know you've got airflow, and you do a draw with power, pretend you're drinking a thick milk shake through a small straw - slow and steady, not a quick hard pull.
BTW - what do you have your voltage set at? A quick rule of thumb is the Ohm rating of the head +2, then play with it to find the best for the juice.

Have you tried this on another PV or just a provari? The symptoms you describe are what a lot of people experience in the protank regardless of PV. I have a provari and several protanks and have never experienced that.
Still no luck gonna try again tomorrow, regular cigarettes for another day :-(.
Its not my first ecig device, I have used ego's with smaller tank varients though somewhat similar, but I very well may have made a mistake along the way, I am appreciative of all the replies
