are 18350 the the same length as a 16340, just a bigger diameter?

Not quite, just looked at them and the 18350 is about 1 mm longer.
Which agrees with the numbers, 18-350 has an 18 mm diameter and is 35 mm long (approx), the 16-34 has a 16 mm diameter and is 34 mm long.

SO that's how the numbers works, the zero on the end just means it is round.
