Ok guys first time vapor here, ordered A Kanger EVOD Starter Kit from healthcabin. The equipment seems and works fine in my view.
Here's the problem ordered lots of 50ml bottles of Hangsen RY4, Menthol and Caramel at 24mg Nic.

50ml Hangsen PG e-juice(47 flavors)(No China Airmail) [12-IJH] - $4.99 : Healthcabin Electronic Cigarettes - Wholesale and Retail

Basically the throat hit is extreme, I am a Benson (hard) smoker and I have ordered for other two individuals who smoke the same analogs as me. All three of us have this extreme throat hit and we are left with this huge batch of liquid that now seems useless to us.

Please understand we have nothing available here in the way of base liquids or food grade chemicals to dilute this stuff, neither do we have access to pure alcohol maybe at most some bacardi vodka if we can get it. Is there anyway we can dilute this stuff to make hit us less hard, we won't be ordered 24mg ever again but since the mistake is made a lots of shipping and duty paid we don't know how to turn this into a good ending. Distilled water can be easily available though.

Also is healthcabin selling the real hangsen? because simply there is not a single bottle that says hangsen on it or even the pg/vg ratio isnt mentioned just the flavor. I wonder if we have been duped?

^^ That or ordering some VG base online

You have to dilute with PG or VG in order to not ruin your juice. The distilled water is a one or two drop dilution to make liquid thinner and would not affect your nicotine content.

To ease up the throat hit you will probably find best results with USP VG (pharmaceutical Vegetable Glycerine)

As Hangsen and Health Cabin are very popular, it may be worth looking at other possible causes - your liquid might be just fine!

It is possible that the extreme throat hit is because you are inhaling the vapor like a cigarette, directly into your lungs. That causes much more heat to reach your throat, and is a common misunderstanding for new vapers.

You may get a much better result if you puff the vapor, much like a cigar or pipe, then inhale. This allows the vapor to cool a bit and is much less harsh on your throat. If that is still too harsh, you can also simply puff the vapor into your mouth, then blow it out without inhaling at all. Most of the nicotine is absorbed through the mouth tissues, so it will still give you the nicotine to fend off your cravings.

You also may want to check that your Evod is not the cause. Lower resistance heads cause a hotter vapor. If you know anybody else who vapes, perhaps you can have them try it to make sure you are using a setup that is not running too hot. It might be easier to obtain some higher resistance heads for your Evod to solve this. Best of luck getting this figured out!

Vapor is not hot but I have realized 24 is too strong. Going to try distilled water let's see what happens, anything and everything else by way of base liquids etc. is just not an option due to availability.

You cannot dilute with water and the liquid remain vape-able. Order some VG and hold tight until it arrives. [VG] 30ml HC E-juice/E-liquid(Flavoring Essence Doubled)(No China Airmail) [Z9 HC VG 30ml] - $5.00 : Healthcabin Electronic Cigarettes - Wholesale and Retail

Glycerin is available guys, but I thought vegetable glycerin is diff than glycerin. If the right sort of food grade Glycerin is available I will look into it and report back, hope it will dilute the damn high nicotine levels.

Have already bought 12mg 80PG/20VG liquid locally and boy that is smooth, though not very good tasting so will want to make good use of the RY4 on hand.
