If you're going 0-nic, I'd highly suggest just buying bulk PG/VG/Flavors and DIYing your own. Seems as though cost is important to you, and this would be the most cost-effective solution. Even vaping 20mg nicquid and preparing 180ml/month for my parents, I have 6 months of supplies at the ready for under $75 from Wizardlabs and onestopDIYshop. I buy bulk PG/VG from wizardlabs and flavors from OSDIYS. I use my Android e-liquid cookbook from totally-wicked for mixing ratios.

ECBlends is extremely cheap for pre-mixed. Never purchased from them though.

Another vote for EC Blends. I've bought a lot of juice from them. Only problem is whoever supplies their bottles is sometimes subpar. 5ml for $2.50. any flavor or combanition you want.

After all these years, Tasty Vapor still makes the best juices I've ever had.
My favorites are Tastyfinger, Caramel Popcorn, Chocolate Mint Chip, and Almond Horn.

I really don't buy their juices much anymore because I'm mostly into tobacco flavors now.
And I'm sort of trying to keep the use of flavorings to a minimum these days.

But damn if they don't make some tasty juices!
