If you get lipoid pneumonia from e-cigs, it ain't going to be from the solvents (PG/VG). The only other possibility would be oil flavorings which would be unheard of by any reputable vendor.
VG is bacteriostatic, which means that it does not support growth of bacteria. It is an alcohol so this may be easier to understand, in that context. However, bacteria may indeed grow in the empty space above the liquid content in a bottle of glycerine or glycerine-based e-liquid, as a result of condensation in the headspace (bacteria may grow in the water condensate).
PG on the other hand is a bactericide and virucide. It works best as an aerosol, for that purpose.
Diluted glycerin serves as source for bacterial growth. e-liquid as such in a bottle doesn't promote bacteria but diluted glycerin(By water condensation) as written in the above post promotes bacterial growth.
