Yes, according to specs and from my experience, each hit is regulated at 14 watts. Good to see more T18/T22 users chime in on their success. In my opinion they are the best on the market for quitting smokers who want MTL.
The only drawback to these devices is that the fixed 14 watts can mute some flavors, or be a little strong with some flavors. After a couple months with the T18 and T22, I decided for the heck of it to follow Trig’s path, because my wife is very sensitive, and found the T18 a little strong for her with constant use. I bought her an iStick 30 and I bought a Zelos. She is much better at 9-10 watts, and my perfect spot is about 10.9- 11.5. But we still use the Endura tanks. The tanks are excellent. No leaks, cheap coils, and with the iStick and Zelos, you can cool the vape a bit.
In my experience, the perfect situation for me was two months with the Endura setup, then adding the iStick and Zelos to the rotation with extra T18 and T22 tanks that I bought. MFS has T18 for $8.95 and T22 for $9.95. The T22 and wife’s T18 are still in the rotation, with the iStick and Zelos as a change of pace for variety. Allows me to put 4 devices with 4 different flavors and 4 tanks in rotation.
No big financial hit, because the other mods can both be found at around $25-$30.
A side note to lack of air flow adjustment. I was gifted an SVD 2.0 with a Kabuki clone tank. I set the airflow to my liking, about a turn and a half out. For a test I swapped the T22 tank on the SVD. The draw was very close to the Kabuki, which was adjustable. Lol. Innokin did something right when they built these tanks.
This is my experience, yours may vary. But I can say I don’t think a T18 or T22 as a starting point would ever be a waste of money. As you progress just add a cheap adjustable mod to the rotation.
Down the road, as you gain experience, you can always move up to a more powerful device and sell the Endura or keep as backup.
