I recently purchased an innokin iTaste VV which I am most pleased with.
However, I noticed it only charges up to 4.2 volts before the automatic shut-off takes effect.
I called the dealer who sold it to me and they told me that was normal. Most of their batteries do the same thing.
It seems odd it is adjustable up to 5.0 volts if it is only capable of charging up to 4.2.
Does anyone have any insight, either specific or generic?

Most of the batteries do only charge up to 4.2. Running it at a higher vv will drain it quickly, but if that is where you like your hit, then....
I think most of the carto/cartomizer will start to burn the ejuice before you reach 5 volts on a consistent basis. Dunno, you can try if you like.

I don't understand how any electronic circuitry could increase the voltage beyond what the source output is.
Anyone have any additional insight?

Within the electronics is a "booster" which can pump the voltage up. There is actually a separate Booster that can be attached to an eGo and boost the voltage from 3.3 up to 4.7 volts.
