This apparently is approved as a homeopathic. Smoke Free Choice They are approved under the HPCUS instead of the FDA, but the FDA has control over the HPCUS. (control as in they can re-write rules as they wish and enforce them over the HPCUS)

I looked into this idea back in January as an option for the ecig. Unfortunately, the level of nicotine required to be OTC is ridiculously low which means, that many esmokers would not find the nicotine content to be acceptable.

I do believe that Sun tried the NicoWater before it became NicLite, and then tried NicLite. He noted that the NicoWater was actually pretty good and did what it was intended to do, but after reformulation, just didn't cut it.

NicoWater as you might recall, was heavily campaigned against (by the same folks who are against the ecig) and then went back through it's own evaluation and got approval for HPCUS.

There are certain nicotine like products out there like lobellia inflata and nicotinium that produce the same affects on the human as nicotine, but aren't considered nicotine and fall into the homeopathic category. The approval process for HPCUS is far easier, but unfortunately, the "drug" is so watered down, that it just simply isn't an alternative for most.
