The 3-1-1 rule still applies to liquids in checked baggage.
Got a cite on that? 'Cause I don't think it does.

batteries need to be secured in devices or suitable plastic storage boxes. Don't do a hack job, just buy some boxes.
Agreed. Plastic battery cases are cheap and increase safety a lot. If my batteries aren't in a mod or in a charger, they're in a pastic case.

I travel to the Philippines annually. Depending upon the airlines - there are limits on the number of batteries that you can carry (8 is the most common limit - unless it has changed in the last few months). They want them in the carry on luggage - I generally carry 4 in my carry on and 4 in my wife's... Korean airlines seems to be the most understanding and lenient - Philippine airlines more picky... Juice I carry in my carry on and checked baggage, but use a Balikbayan box for my bulk quantities... Never had any stolen, but have had it questioned...

Batteries are cheap here. You can buy some just incase yours get confiscated. I'm doing the opposite, I am going to New York then Vancouver BC for vacation and I too don't know what I can bring and what I can't. I don't think I will have a problem on the Manila to New York leg of the flight because it is easy to explain to the check in guys that I am not carrying a bomb. I am afraid of the New York to Vancouver leg.

I'd worry more about the CBSA entering Canada than the TSA leaving NY. My understanding is that e-liquid containing nicotine is technically illegal in Canada. Someone please correct me if I'm wrong.

Yikes. I'm a 2 juice flavor guy and for some reason I don't like any other flavors. I always try new flavors but I still haven't found any other juice that suits my taste. I thought that I could bring a months worth of juice and just buy batteries in the US and also in Canada. Turns out I was worried about the wrong thing.
