IPV V2 Voltage question

Ive had my ipv V2 since Thursday now and love it. Ive tried a ton of different builds on it and haven't had this issue yet(not even sure if its even an issue). Today i was messing around with builds my plume veil and ended up going back to the build that i had on it before after experimenting with a few different ones. The build I have on it is 28g dual parallel coils wrapped on a 2.4mm precision driver. It reads out on my meter at .238.

I was tearing through juice alot faster than I was previously with the same build, i looked at the display and I was at 28.4 watts and the voltage was auto regulated to 2.6v. It seemed odd to me because I thought that this mod could only go down to 2.8 volts. When i drop the wattage the voltage continues adjust. For example if I am at 15w the voltage is 1.9. Is this something i should be concerned about? This is my first VW device and I've only used mechanical mods previously, so im a bit ignorant when it comes to variable wattage/voltage devices.

Once you get below what the battery is outputting, it's dumping whatever the voltage is I believe. I'm pretty sure I remember people discussing the IPV V2 cons list pretty much being that there's no voltage buck down, just boosting and the screws are small.

It's doing the math to produce the wattage that you're asking for at the resistance you're running but it can't regulate the power down, it's putting out whatever the battery is (for example you'll get 4.1 volts when you have a fully charged battery even if you set it to 7 watts)

This is what I can confirm. When the battery reads 4.2 on a meter and I set the ipv2 at 4.2 the inline reader reads 4.2. But if I set the ipv to 3.6 the inline reader reads 3.63 on the fully charged battery. And like I said depending on the ohm of the build I have had it successfully go down to 3.3 - 3.4 on a fully charged battery.
