Is an ego ce4 a lithium battery?

As far as I know all of the ego style pen batteries are lithium ion. The CE4 blister pack is what I'm assuming you are referring to here. It comes with an ego pen (definitely lithium ion) and a ce4 clearomizer. I'd still make sure it's a reputable dealer item though, lot of fakes out there and just cause they stamp ego on it, doesn't mean it's legit.

everything is a copy of a copy, but yes usually the lower tier clones will have sub-standard batteries in them. They work to an extent, but you'd want something with a B grade or higher. A grade batteries would be loose batteries from Sanyo or Panasonic, then they'd be rebranded into joyetech or kanger or whatever, then the lower grades would keep the wrappers and still be used for sub-standard ego clones
