Makes sense, a more concentrated solution with lead to less dilution of the other components when it is added!

+ 1 on Hoosier's post^^^^^^^. The only difference is, you can mix your own stronger than the 10% you buy premixed. I like to mix mine as strong as I can get it (once you reach the saturation point, the crystals will no longer dissolve).

Just to expand a little on Cotton Candy...

TPA/TFA actually has two different Cotton Candy flavorings.
The regular Cotton Candy is a straight Ethyl Maltol and PG solution, and is also sold on her site as Ethyl Maltol Liquid (10% PG).
The other Cotton Candy is listed as Cotton Candy (Circus Style) and appears to be made from a different chemical.

The LorAnn's Cotton Candy flavoring is very different from Ethyl Maltol.
Ethyl Maltol is often referred to as a "sweetener", but it doesn't have a sweet taste, or much of a taste at all.
What it does have is the odor of spun or caramelized sugar which gives the impression of "sweetness" since taste and smell are so intertwined.
LorAnn's on the otherhand, has an actual flavor that effects the taste buds as well as the sense of smell, and is one of my personal favorites.
If you have a sweet-tooth and haven't tried it yet, you're really missing out.

On a sidenote, according to the Food Chemicals Codex and the Handbook of Pharmaceutical Excipients, the solubility of Ethyl Maltol in PG is only about 6%. Anything more than that should end up precipitating back out of solution.
The good news for those that may be PG sensitive is that Ethyl Maltol is also soluble in alcohol up to 10%.
