Is it normal for my battery to fire after a few short hits?

Maybe not a few short hits, but it takes a few seconds until I hear the popping and get a good hit. My eFest 18650 is currently at 3.9v with 1.4 dual coil. I don't quite remember if this happened after the battery was fresh off the charger or newly built coils. Sometimes I do about two quick one second draws then the third be the longest/normal draw resulting in a good vape for me.

Pretty much it's like:
First 1 second draw - little smoke
Second 1 second draw - a little more
After that it's good

or the first draw a few seconds then after is a good vape

Then putting my mod to "rest" "resets" everything.

I'm waiting for my Panny CGR18650CH to arrive.

There is no magic. It takes time to heat the coil up. If the dual coil is 1.4 total then you are only pushing 1/2 power(watts) to each coil. This will also slow things down.
You are looking at 3.9v running 2x2.8ohm coils even though the total load is 1.4ohm. About 5.25 watts per coil
