I just finished charging a battery (a 510 mega (long battery)), and it is fully charged, I went to connect my other 510 battery (a short one) and when I did, the light on the charger stayed green, it didn't turn to red, and start to charge like normal, it just stayed green.......... (the short bat is definately out of juice)

Is my battery dead (dead, as in a I need a new battery) or is it the charger?

Has anyone had this happen before????

You should use a multimeter to know exactly what happens. Of course you can try to charge your 510 mega battery and see, but it is a risk. A multimeter will tell you if the charger is giving power and its strength. If so, your small battery may be dead but you can try to revive it letting it stay at the charger for 8 hours, but be sure it is charging a bit. I do not know how to use the multimeter to know if a battery accepts charge or not, but IIRC it can be done.

I recently had a charger arrive dead so it can happen. I assume you don't have at alternative charging methods? I guess unless you have a multimeter (I know I don't have any of those hanging around, lol) the only way you can tell is by trying another charging source or waiting for your other battery to die out and then seeing what happens when you try to charge THAT. This is why I am happy now having a total of 7 pv's and several charging sources, lol.

Sometimes a battery will not make a connection to the charger because it has dried juice on the connections. First thing is to clean the connections (battery and charger) with alcohol and try again

I forgot to mention this. Moreover, battery connectors should be always cleaned with a dry tissue before being connected to the charger and, from time to time, deeply cleaned as kushka said.
