P.S. I'm at .4Ω and 28 watts. Average draw is 2.5-2.7 seconds, whistling the whole time.

Seems perfectly normal to me.

On a 0,5ohm kanthal coil I max out around 9W myself before I find it too harsh with my current set-up. It seems to me you've simply found your limits, there's no need to go over them at all.

But if you're looking for a smoother vape try temperature control if your device supports it (look in to it and make sure you use the right coils first!), I greatly prefer it over wattage mode. No need to throttle the fire button or control your inhale speed whatsoever. Just toke how you like and the device will manage the rest for you.

The power you push through your coils is all dependent on the coils themselves. I vape ~.24 ohms at 80-90 watts right now because I use clapton coils, which give me a lot more wire mass to heat up. If you use thinner wire or less wraps, you will need much lower power to heat them up. The airflow to your coils also affects the heat.

Steam-engine.org is a great website to get an idea of what your coil will perform like at what power. The heat flux is what you want to watch for the most. Some people like their vape cooler, others warmer. The heat flux numbers will change from green (cool) to orange (warm) and then hot (red). But these are just guidelines and the actual heat will vary on the airflow to your coils.
