Is The VTR a Vamo?

Just wondering whether the VTR is a Vamo with the battery tube and pcb placed side by side instead of on top of each other?

Nope, suppose they would be considered similar though, quite different electronics, and Vamo is 33hz and VTR is 48hz PWM i believe.

No, the VTR is made by innokin. The Vamo is made by a number of different manufacturers, but not by Innokin.

There is a Vamo mod which looks something like a VTR. It looks like a Vamo cut in half, with the tubes sitting side by side. I don't recall who modifies and sells this mod version.
