    I sent an email to support AT innokin earlier. I have just discovered that Innokin has a dedicated forum here. The email that I composed earlier is quoted below.
    I have a 134 mini, I have been using it for the past 6 or 7 months, and I am very happy with it. I have a few questions though. Should I charge a battery when the LED becomes RED, or should I keep using the device until the LED flashes RED and won't power the atty? Also, is the VW part available separately?

    I would suggest charging the battery as soon as it becomes red. LiPos/18650 batteries generally last longer if you recharge them before reaching near-depletion.

    I do not believe the wattage adjustment section is available on its own.

    I agree with Joseph. Charging the 134 mini at red, will keep the overall capacity of the battery higher for longer.
    I got an reply back from support at Innokin this morning (well I just read it, but it came in about 4 hours ago), and Tina in that email suggested to not charge a battery until the LED flashes. I've used this device long enough to be somewhat closely aware of how many 'puff sessions' I get between solid red and flashing red, so I guess I'll just go somewhere in between, but not long after the LED turns solid red.. She also definitively stated that the 'wattage adjustment section' is not available separately.

    After re-reading the user manual, and your suggestions, I've decided to not wait until the LED flashes. The NiteCore UM charger I use says the battery is at about 26-30% (or 1 battery bar, 3.63 or so VDC if I use the NiteCore DG) when I charge the battery.
