Those Panasonics are offered as both protected & un-protected versions. If they are the protected version, those protection circuits could be interferring with the built-in protection of the SVD's motherboard.

What are the model numbers of the second set of Panasonics?

Not that it should contribute to your current issues, FYI the NCR18650B aren't the best batteries to be using in a mod. Although they are an IMR/hybrid chemistry, the chemistry ratio makes them more like an ICR battery than an IMR battery. They are not a high drain battery, and only have a 6.8 amp limit. Regulated mods will perform more optimally with an high drain IMR. These batteries were designed for flashlights, and are not ideal for mod use.

The NCR18650B is a Protected battery and not recommended for use in the svd. Innokin recommends IMR unprotected 18650 battery's the ncr battery's can damage your device. (from the SVD User Manual We recommend you use IMR high drain 18650, IMR high drain
18500 or IMR high drain 18350 batteries, such as AW IMR18650,
IMR18500 and 18350 batteries. Other improper batteries may
damage iTaste SVD.)
