What PG/VG ratio is the juice he is using?
I assume he is using premade coils and not the RBA base? If so, can you post a pic of the exact coils he is using. There seems to be a couple different kinds and for the subtank. (I have a subtank myself. But I don't get flooding with it.)
Another thing I want to know is which airflow setting he is using. There are 3 airflow settings on the subtank mini; Small, Medium and of course the biggest which is wide open. What I mean by this is, if he has his airflow on like the small or even the medium setting, heck, even the large setting (I use wide open), if he is drawing to hard on it, most likely he is pulling too much juice into the coil that is not being vaporized and it stacks up and floods.

Or he could have a coil in which the wicking is not packed good enough against the juice flow holes and juice is getting inside the coils to easily. Learning how to wick a coil takes practice. Those prebought coils can be hit or mix on the way they are wicked. Sometimes you have to fiddle with the cotton with a mini screwdriver to get the cotton how you need it. This is going to depend on which juice ratio (PG/VG) that you are using.

She is using the 1.5 occ prebuilt coil on the small airflow.

So she is using the RBA base with the prebuilt coil, or she is using just a purchaseable prebuilt coil?

Also, before I get to far, where is it leaking at? Around the O-rings? out of the airflow holes? Depending on where it is leaking is important so I can further help you.

My daughter's boyfriend has a Subtank Mini. A few weeks ago, he forgot he had it in his jacket pocket, and dropped it onto a concrete floor at work when putting his things in his locker. There were no cracks on the glass, thankfully, but it kept flooding like crazy. When he got home, he took it apart and found a twisted o-ring, which he corrected. Still flooding. We cleaned everything up and reassembled it. I asked him, for the umpteenth time, if he had ever changed the coil since he got it for Christmas. He finally changed the coil. No more flooding. Being frugal is all well and good, but sometimes you just plain have to change the darn coil.

I am trying to encourage him to at least try his hand at rewicking.

Using purchasable base with prebuild 1.5ohm. Liquid is leaking from air holes and around seal where base screws to tank.

Have her take it to a local Brick and Mortar shop and talk to the guys and tell them exactly what you told me. If leaking around the air holes the juice is flooding though the coils all they out the air holes.. Now around the seal itself (the bottom seal) sounds like an O-Ring problem and if that is the case have her open up her box that the subtank came in and there will be extra O-Rings that come in the box. Have her switch out the O-ring where it is leaking at with a different O-ring and try puttin in a new coil.

What PG/VG ration of juice is she using?

LIke I said in the previous posts though. This leaking from the coil could have something to do with the airflow hole she has her tank set to. The subtank has quite a stiff draw on the littlier airflow holes when taking a pull or drag. With that being said she needs to open the airflow holes open to the bigger slots because she is most likely pulling to much juice into the coils upon taking a drag.
