First thing I'd check is that the coils are not touching the deck or the top cap. Then check the insulator under the deck is correctly positioned. Then make sure the bottom of the RTA, where it screws into the base of the sub tank, is snugged down correctly.

If your IPV is not the spring loaded 510 connection version, try backing out the 510 pin a little to raise it up.

I think the RTA portion of the Sub tank doesn't push the 510 connector pin on the tank down as far as the pre-built head, so it's probably not making contact.

I had my resistance jumping around a little and raising up the 510 pin on my mod helped.

Of course, this is assuming you have no shorts with the coils and cap.
