Pretty much. I mean, once you've vaped the tank down to empty the clouds will decrease by a lot. If you mean from full to half full with clouds decreasing it would depend on your tank and coil. Are the juice holes/slots (if factory coils) really high?
My guess you are using a tank, and it drains from the bottom. VG is heavy so it being drained quicker. Try more shaking to mix the juice during the tank cycle.
If your wick is too dense or clogged then you're working against increasing vacuum (back) pressure. If you plug a syringe with your finger and pull the plunger out, it starts easy and gets progressively more difficult.

Since you are a new member asking a question like this I seriously doubt it is a wicking issue since you most probably are not building so you can forget that suggestion. Like another member asked we need a bit more information to be able to assist with the problem, but when certain tanks run low vapor does decrease because there is not enough liquid available to saturate the coils properly.
A tank uses a vacuum to prevent all the liquid from running out. As the liquid level drops the vacuum increases and might impede wicking. You could try turning the device upside down to release some of the vacuum.

Factory coils can have wicking issues: old and clogging with gunk and/or distilled VG, new coil exposed to moisture can cause wicks to swell in the housing constructing air flow, bad manufacturing batch, bad/knock-off manufacturing in general.
Thinner juice could help. There's basically not enough air getting back through the wick, whatever it is.
