I think you need BOTH - a better sealed, and controlled juice delivery system, AND an adjustable power option (watts or volts or both).
The power effects the vape, and needs to be adjustable for different resistances and different juices - if you have fixed power, and "pump up the juice" you'll possibly just flood it...
But having both lets you really control the amount of vapor, the temp of the vapor, and fine-tune for different juices, etc.
As an added bonus, you'd probably HAVE to end up having designed a tank that doesn't leak - even when it's hot, or you change altitude - things that make every juice delivery system currently get messy.
