Usually such legislation does not have a retroactive effect. Meaning that it does not apply on goods imported before the law takes its effects, which means that if you stock today enough for 2 years, you can sell them till you can eventually get a license.

No chance of any small companies like me getting a license. In order to get these types of licenses, you have to fund extensive clinical trials as well as pay 28,000 pounds PER product. That means PER flavour and PER strength - in my case, it would mean 42 x 28,000 = over a million pounds.
