Looking for charger multimeter

Im looking for a decent charger to go along with CGR18650 batteries...

.... but am having a tough time figuring out which are bad and which are good. I would like one that could accommodate those as well as 18350 and 18500 should I ever get those. Could anyone recommend a safe charger. Preferably from fast tech as well for simplicity reasons but not mandatory.

Additionally. Need a multimeter for rebuilding testing. Those all look the same when browsing.
